Cambria County Seeks $8 Million Loan Amid State Budget Delay |
Commissioners Petition Court to Address Unfunded Debt and Maintain Essential Services |
Cambria County commissioners have petitioned the Court of Common Pleas to approve borrowing over $8 million to cover unfunded debt resulting from the ongoing state budget delay.
During Thursday's meeting, Solicitor Ronald Repak and legal counsel from Dinsmore & Shohl LLP were directed to file the necessary documents to request this financial assistance.
President Commissioner Scott Hunt emphasized the loan's structure, stating, "The amount is an up-to and would be done as a draw-down loan. Therefore, we would only take out what was absolutely needed."
The requested funds aim to address the financial strain caused by the delayed Pennsylvania state budget, ensuring the continuation of essential county services.
To comply with the Local Government Unit Debt Act, the county formally requested a general obligation note for $8.5 million, to be purchased by a financial institution and maturing in 10 years.
To manage this debt and stabilize the budget, the petition indicates that commissioners may consider raising the millage rate dedicated to debt service and the general fund.
Solicitor Repak noted that approximately half of the $8.5 million would cover a "budgetary shortfall."
Commissioner Hunt added, "If the budget lines would have come in to what was projected, we wouldn’t have a cash-flow issue."
The remaining funds are intended to cover costs related to the state budget impasse, particularly the absence of Act 148 payments from the state, which support Cambria County Children and Youth services. The county has already covered these expenses.
Repak emphasized the importance of the loan, stating, "We’re doing this to make sure we have the necessary services in place," ensuring no interruption to public health or safety services.
