Medicaid pharmacy access in Cambria County Pennsylvania |
Updates on martella's pharmacy and challenges with express scripts network |

Changes to Medicaid pharmacy access continue stirring deep frustration across Cambria County, especially for customers of Martella's Pharmacy in Johnstown.
The neighborhood staple found itself locked out of the Express Scripts network last year, leaving many residents suddenly caught in a broken system.
Jackie Martella, who owns Martella's Pharmacy, says the ongoing restrictions have cut more than 13,000 customers off from the coverage they depended on—and many of those individuals use Medicaid as their only option for prescriptions.
The emotional impact is impossible to ignore, with residents regularly voicing their outrage and confusion at local meetings and on social media.
Though recent legal developments permitted a new class-action lawsuit against Express Scripts, Martella herself remains focused on a solution she believes already exists.
Gov. Josh Shapiro signed a budget code in June, mandating that any pharmacy meeting state standards and in good standing should be allowed back into managed care networks like Express Scripts—reinstated quickly and without extra paperwork.
The apparent gap between this new state regulation and local enforcement is stirring fresh anxiety among pharmacy owners and customers alike.
Martella insists her business is in full compliance, yet says she’s been told to go through a reapplication process rather than being immediately reinstated as the law suggests.
The Pennsylvania Department of Human Services confirmed they are working with insurance partners to begin implementing these new rules for Medicaid pharmacy access.
Department officials added that action would be taken if managed care organizations fail to comply.
For the families relying on local pharmacies, uncertainty continues to cloud their ability to get essential medications.
The deadline for a new court challenge looms later this summer, but for many, the stakes remain far more personal and urgent than anything happening in a courtroom. |
