Cambria County may soon see renewed activity in long-vacant buildings as officials pursue a new Keystone Opportunity Zone (KOZ) designation designed to attract private investment. The program would offer state tax incentives to developers willing to revitalize underused properties, including empty storefronts and unused apartments.

The proposed KOZ could span up to 300 acres countywide, with at least 40 acres located in Johnstown. Local leaders view the initiative as a path toward economic recovery, encouraging outside investment while supporting broader regional growth.

Municipalities have until July 31 to nominate qualifying properties. A regional review group will evaluate submissions before forwarding a final proposal to the state later this year. If approved, developers could receive tax abatements for up to 10 years, though participation requires annual applications demonstrating investment levels and job creation.

State Representative Frank Burns, who supported the effort, believes the program could significantly improve struggling communities. A separate housing-focused KOZ initiative is also planned, with applications expected in 2029.
