Cambria County faces mounting financial pressure after S&P Global Ratings downgraded its general obligation bond rating from “A” to “BBB+” and issued a negative outlook.

 

The downgrade is driven by two years of budget deficits, reliance on deficit financing, and ongoing concerns about long-term fiscal management.

 

County leaders have been criticized for slow responses after the loss of federal pandemic aid, while tax caps may require legal or voter action to boost revenue.

 

The region’s shrinking, aging population adds to the social and economic risks, leaving open the possibility of further downgrades if financial stability is not restored.

 

County commissioners have petitioned to borrow over $8 million to maintain essential services during ongoing state budget delays.

 

Meanwhile, new state grants totaling nearly $6 million will improve internet access, public projects, and educational facilities, signaling efforts to strengthen the local community.

The Nature Conservancy has acquired 279 acres in Adams Township, Cambria County, enhancing the Gallitzin State Forest and protecting a critical stretch of the Allegheny Front migration corridor.

 

This addition, called Paint Creek, is surrounded by forest on three sides and is part of the vital Ohio River Watershed in the Allegheny River basin.

 

Paint Creek’s grasslands support a range of rare and endangered bird species, earning it the status of an Important Bird Area.

 

This land offers accessible recreation, including a hilltop with sweeping views.

 

Lori Brennan of TNC and Cindy Adams Dunn from DCNR both praised the project’s impact for conservation, recreation, and wildlife.

 

The effort, backed by local foundations and grants, affirms a commitment to preserving biodiversity along Pennsylvania’s Appalachian corridor for future generations.

The Cambria County War Memorial Authority has taken a major step by approving a new management contract with the Youngstown-based JAC Management Group, now pending legal review.

 

Board Chairman Chris Glessner cited the need for a tailored approach, explaining that while the partnership with ASM Global was positive, the company's global expansion after merging with Legends Global made it a less ideal fit for the local venue.

 

The proposed agreement with JAC Management could last up to 13 years, underlining a commitment to stability and growth.

 

Current arena staff will remain on board, assuring continuity for operations.

 

With over 50 events hosted in the past six months, the arena plays a vital role in community life.

 

JAC Management's success at the Covelli Centre in Ohio is fueling hopes for exciting new acts and a richer entertainment scene in Johnstown.
